US citizen ends up owing zero US taxes IF AND ONLY IF he pays taxes in his country of residence (which has a double taxation treaty with the US) that equal or surpass what he would be liable to pay in the US. In Monaco, there are no taxes for US citizens to pay, So US residents of Monaco don't pay VAT? Because if they do, that is a misleading statement.
so any American resident of Monaco has to pay taxes in the US. Same for other tax havens. Ergo, US citizens, wherever they are in the world, pay taxes - either to the US or to their country of residence. That is US law (mostly), yes.
