Don't forget....I said the studies show that "only" 1 in 10 is going to become addicted to drugs and/or alcohol. The rest who use either just become 'stupid" when an excessed is used. They eventually recover. Sometimes they do REALLY stupid things while under the influence. Those folks should have to pay for the consequences of their actions.

It's the 1 in 10 that have more serious problems and many inflict their actions not only on themselves, but the communities in which they live.
