"SUVs are the not the problem - a family with 2 honda civics is using as much gas as a family with 1 SUV. Instituting a substantial gas tax would eliminate the need to ban SUV's"

This is somewhat of a silly statement. Having 2 civics would save much more fuel than having 1 SUV, assumming the MILES DRIVEN are the same of course. You need to compare apples to apples.

From the previous post, dropping the speed limit back to 55 makes little sense as well. Newer vehicles are quite efficient on the highway. It is the congested city driving (and time spent idling in lineups) that consumes far more fuel.

In Canada, we already have higher gas taxes than in the US (40 cents per litre or so i think) and this has done nothing to drop consumption - probably becuase it has been done slowly over time.

Good luck trying any measure as a preventative one - all measures will be done proactively. Human nature my friend. Our society will do nothing to proactively fix future problems if it involves making even moderate sacrifices.
