You may be right --- although France and Denmark followed through after the crisis in the 1970s, and Japan has been very active, in all those cases without a continuing crisis.

France gets its electricity from nukes, Denmark 20% of its electricity from wind, and Japan is very frugal with energy generally. The mystery to me is not so much why Ronald Reagan tore down the solar panels from the White House but why Clinton didn't put them back.

But to the extent you are right that we are only motivated by crisis, we are doomed. Peak oil cannot be dealt with after it hits -- especially if as appears to be the case (because the Saudi's are already post-peak, and disguising that fact by pushing their wells primary and secondary production at the same time) the post-peak depletion may hit at 14% per year not 2%.

I apologize for being so gloomy. I certainly don't claim to know the future; no one does. But if there's even 1/100th of a chance the worst predictions are valid we should be DOING something. Especially after Matt Simmons recent tour of the Middle East, the worse predictions look increasingly likely -- when peak hits it will hit like a tsunami.
