If we declare victory, why wait? It's a matter of a well organized, planned transfer of power as opposed to rushing out the door. Are you actually advocating anything, or what? Do you think the UN should clean up our mess? It depends on what the function of the UN is supposed to be. If it is a world governmental body, then the source or cause of the mess shouldn't be nearly as important as the need to "clean it up" as you write. If the UN is supposed to improve the lives or Iraqis, then they should contribute to the rebuilding of the country, end of story.
