That is at least part of it. There is also the Law Of Monetary Gravitation, i.e. large piles of money tend to attract money from smaller piles. But that isn't all of it. Because the group in question still grow their piles faster than the ones just under them, who also depend to a large degree on investments. Because the growth rate is very large. The article indicates that the 0.1% group has increased their income by a factor of over two in the last 20 years, while the 1%(which also includes the 0.1% group) was much smaller, only about 50% greater.
