Thats exactly what happened. Bush asked to be assigned to a unit that does not have scheduled monthly drills. The Air Force approved it in writing. Two months later, the Air Force changes their mind and wrote Bush a letter. The Air Force reneged. Then Bush on his own found another unit with monthly drills and asked to join that. The Air Force said OK and gave him orders to that unit.
