The only thing that left Cuba during Kennedy's years was the removal of short range nuclear missiles. The Soviets retained bases there and provided economic support to Cuba until the Eastern Block wall came down in 1990. Don't they teach history any more? Where do you come up with this stuff. The Base at Guantanamo Bay was obtained as a result of the Spanish American War in 1898. A lease agreement was then obtained in 1903. The lease is indefinite. Both Cuba and the U.S. have to agree to terminate the lease. Texas is only 900 miles from Havanna, easily within range of all military aircraft over the Gulf of Mexico.
