It is not uncommon to find an apartment block with facilities like a swimming pool, hot tub etc.

It's the job of the government to see that utilities are taken care of. It's obvious that this is not happening on a systematic basis in India. Little private islands of water, sewer, electricity are going in for the newly rich, but they are living alongside people with lousy water and open sewers. With little or no electricity.

This is asking for a public health problem.
