I don't see a difference in our priorities. What difference do you see? It looks to me like we want the same thing but you want all or nothing on principle and I'm trying to pragmatically gain ground gradually by consolidating what's possible and building from there.

I had an experience once that stuck with me and seems relevant here. I was working for an agency at a time when Congress was screwing around with the budget and, come new fiscal year, part of the agency was funded and part of it was in limbo. The agency was preparing to furlough those employees in the unfunded area. There was a huge outcry arguing that if they couldn't pay all the employees, they should not pay any of them. I found that bizarre to the max. And that sounds to me like what you and Dale are both saying.
