Back in '91 (I think) Bush first relied on a report on that said Cold War military spending should continue on the grounds that Saddam is the most likely successor to the USSR. Think about that!! Saddam who was driven out of Iran in less than 2 years would justify spending as much on defense as a massive superpower that stretched from Japan to Finland! ST PS Now I really have to get off SI...so perhaps we'll continue this in a month or so.
