Fitzgerald wrapped up the Plame investigation last fall. He is just waiting to resolve the Cooper-Miller issues before proceeding. It is my understanding that he has some concern as to whether the disclosure of Plame's identity was actually illegal, but has been focusing on possible charges related to obstruction of justice and perjury.
