The guy is a low level functionary and a cracked pot, wanting to stay in a country with quite restrictive immigration policy as compared to say Canada, and wanting to take the ostensibly easy way in, without realizing that the Aussies are not buying what he is trying to sell, namely a list of Chinese names who most likely are just ordinary folks. He in fact is an example of the sort of human slug that would sell his kin to get what he wants, and he will invariably fail, and ... oops, he is wrong on one count and right on another ... <<"I will never go back to China because I know what waits for me" he said.>>
Now, it doesn't say much about anyone taking the crackpot seriously, does it?
