I'm not sure what specific changes they are talking about. If they are talking about higher insurance premiums than it will place a burden on them, but it still should be done. The premiums are too low, and the federal requirements on funding are too low, a combination that has and will continue to lead to the taxpayer assuming more and more of the burden. Either raise both, or get the feds out of it completely.
