I could support laws that would enact most of that, but since I don't consider the issue to be a constitutional rights issue I think it would be highly inappropriate for courts to order such policies. The policies, if they are to come in to existence should be passed by state legislatures (except for federal benefits which would have to be passed by congress). Tim
