That's the best oxymoron I have seen all day. We have:

"If there is less upward movement today than in the past, that is by no means proof that external barriers are responsible."

OK, Sowell is going to tell me next how individuals are responsible for their own outcomes, right?

Nope. He just wants to blame a different set of external barriers, namely:

"The welfare state and multiculturalism both reduce the incentives of the poor to adopt new ways of life that would help them rise up the economic ladder. The last thing the poor need is another dose of such counterproductive liberal medicine."

Another playground pissing match between left and right dressed up as insight, IMHO.

It has been a very long time since I picked up a copy of the Washington Times but I remember those two authors from those pages. Not what I would call objective or free from agendas.
