I think he is drawing a distinction between barriers and incentives. "No black need apply", or "We wouldn't consider someone with your poor 'breeding'" is a barrier. Giving someone money to support themselves is a negative incentive to them earning it themselves according to Sowell. I personally might say that it isn't directly a negative incentive but rather decreases the positive incentive but other than that distinction I agree with him.

Not what I would call objective or free from agendas.

What political commentator is free from agendas?

Personally I respect both of them (or at least their writings and statements that I've encountered, I don't know too much about their personal lives and history).
