No matter what you do, you are never going to reduce the odds below that. But they are pretty good.

Figure, how many people/groups are out there that first have the desire to blow up a US city, then out of those how many have the means and resources, then how many of those have the access to the bomb, then how many of those have the training and planning ability to move a bomb, undetected, from NK to NYC, then when you whittle all that down, the guy who tries gets one shot with 50 to 1 odds of actually succeeding.

Is it possible, yes. Anything is possible. Is it probable? No, it's extraordinarily improbable.
