Being noticeable and being a big deal are two different things. I notice a LOT of things, nearly all of which are NOT a big deal.

$356 billion is noticeable on an overall USA basis. Out of the total spending in the USA, it's not a big deal. It's only a little over $1,000 per person. Which isn't much compared with the $40,000 GDP per person.

If all people, businesses, government departments etc cut 5% from their spending, that would cover it. They can easily cut 5% from their spending and not even notice it. They like spending, so won't do that. But notice that limitations are kicking in - the problem with getting soldiers hired is limiting the number of new wars the self-proclaimed War President can start. The pay rate to attract them to risk being shot or bombed during wartime goes up [not surprisingly]. It's great fun being in the army/navy/airforce when nobody is shooting at you.
