I'm for selling tradeable citizenships to the highest bidders, not giving them away to people just showing up.

The value of China per capita is pathetic. The value of NZ per capita is about US$1 million. If he pays NZ$2 million, I think he should be sold a citizenship. He seems a good bloke. Wants out of Yiwu the Mad's and Bubba the Bigot's clutches, so he must be reasonably sensible. Also he has actually escaped from China and is, at least for now, in Australia.
I didn't spend a lot of time and effort building stuff in NZ to just hand it over, for no charge, to people showing up wanting free this that and the other.
New Zealanders aren't very intelligent [average IQ only about 100] and haven't thought about this stuff, so they don't understand what they are doing. About 10,000 immigrants a year are given free citizenships. That's about $20 billion worth of citizenships, just handed over, every year. And people wonder why the roads are jammed, electricity supplies running tight, welfare budgets busting, hospital costs expanding.
Maybe he's a talented individual and I should buy him a citizenship here, and he could pay me back on a futures contract from his earnings. If he defaults, he could forfeit his citizenship and I'd resell it, making a profit.
