most rehabs are filled with drug addicts not alcoholics. drugs are much more the choice to get high than alcohol. alcohol is second choice and may be their second addiction. gov picks up the tab on rehab not concerned about the addictive product. Judges end up sending a lot of these people to rehab vs jail time. however, since they do not want to quit they are back out doing the same things all over again as they never change their life style.
