I don't think anyone know what drives public sentiment anymore. Times were better when Bush was first elected in 2000 than they are now, in every way, so I wouldn't look to that as an indicator. If that were the criteria, the public would have stuck with Gore. Bush is disliked and Congress is very unpopular, according to all polls.
