i don't think it's up to me to define. let's get all the input and then change the law. i do remember as boy scout being taught to respect the flag. to make sure it never touches the ground. how to properly fold it. and if the flag is torn etc to replace the flag.. i believe they even had a place to take the worn flags for proper disposal.

in my opinion if someone is out to demonstrate his hate for the united states and to make a point burns the flag then he or she should be brought up on charges.
