You must not be paying attention to the Oil-for-Food scandal
or what the Iraq Survey Group has discovered. China was also
on the take. Politicians, journalists & influential businessmen
in numerous countries were being bribed. And so was the UN
itself.

BTW, Saddam only needed one veto on the UN Security council.

But it wasn't just bribes to end the sanctions & protect
Saddam from the US enforcing the terms of the UN Resolutions.
He wanted to alter public perception so he could return to
his old ways & keep what he was successfully hiding from the
inspectors.

There were hundreds of millions in illegal arms deals. There
were overt attempts to reconstitute his WMD capabilities & to
purchase banned weapons, including long range missiles. And
there were untold billions in lucrative contracts also with
protection from the host gov't in mind.

We are talking fraud in excess of $20 billion just from the
Oil-for-Food scam.
