Here's a handy little hint: Not even BLACK middle-class neighborhoods NEEDED "provisional" ballots-nor did white or Hispanic ones (of course they are mostly all integrated today, so they are the same.) Why do you think that is, MORON? Let me make it EASY for you: They EXIST! They can PROVE THEIR RESIDENCE! They can READ their BALLOTS!
