And that is the problem indeed. Majority rule solutions do not work for significant minorities. And if the shia want a united iraq more than a shiaa semi-islamic state they will have to hold their nose and deal. One man one vote doesnt apply in our US Senate or in the Electoral college and i am sure minority rights are ensconced elsewhere as well, whether by geography, race, religion or nationality.
