How would their happening cost us our Constitution? Are you suggesting that if a bunch of people died from a bio attack, we'd storm the Archives, rip up the Constitution, and swear allegiance to Canada or Mexico or France? Or that the voters would amend the Constitution into oblivion?

If we lose a city, the President will declare martial law and suspend habeas corpus. Not much choice about it; if the institutions of civil governance have been destroyed, you must go with the army.

Now, wouldn't that qualify as 'losing the Constitution' for those affected?
