Yes a big portion of the homeless are mentally ill. Another part of the problem is building standards and zoning laws. Building better quality buildings that are safer and more livable is a good thing but these improvements cost money. Some people at the bottom get priced out by quality standards, just as some less skilled people get forced in to unemployment (or in to off the books work) by minimum wage laws, esp. "living wage" laws which require a higher minimum wage. Tim
