Citrix was selling very well into small companies three years ago. There was a small cadre of Microsoft only consultants using RDP with Server 2000. Mostly it was because they were not Citrix certified. As Server 2003 has matured, Citrix has tried to keep the existing installations on board while building for enterprise customers. There are still a number of previous customers that expect Citrix as they upgrade.

I think it was two and a half years ago (1 1/2?), Citrix broke their long standing position of never upgrading the 5 user server installations. They had a one or two month special sku for upgrading them which ran six months or more. Then they came out with a five user upgadable sku for XP 1.0. It won them many additional customers at the entry level.

There are still a few compelling reasons for Citrix even in small installations. For example until Bearclaw ships, Terminal Server 2003 will not support more than one open RDP connection per user/computer(terminal) per server. The largest non full screen RDP window I have heard of is 1600 x 800. Multi monitor is not useful for thin client only installations without Citrix.
