Having spray painted my share of old forklifts, I had to search for this article. Here it is:

What they were accused of doing was acquiring used Iraqi forklifts and leasing them to the US government. In essence, stealing from the Iraqi people I guess.

You can't spraypaint a forklift and sell it as new. They're fairly large vehicles and are required to have name plates indicating their date of construction, how many pounds they can lift how far away from their front wheels, etc. And besides, repainted forklifts are very, very obviously not new.

On the other hand, a freshly painted forklift indicates that the owner maintains his equipment's appearance. In this case, the accusation was that they repainted the forklifts in order to mask their source as being from the Iraqis. I don't see that as much different from what the US is doing there, or at least attempting, so I doubt it made much of a big deal.

I would think that the icky situation in Iraq has forced the US military to deal with private contractors of the worst sort.
