It's part of the gross irresponsibility brought to us by various administrations over the years. Clinton had some budget surpluses but he also initiated raiding the Social Security fund for operations and (I think) the $250/500K house sale tax exemption. Bush and this Congress are completely psychotic about spending, IMHO.

Imagine if we had kept SS walled off, not handed out the primary residence tax break like candy (and brought in taxes from home sales instead like we did from stocks), limited our Iraq spending to a few billion per year for containment and kept the pay-go rules for discretionary spending.

Oh my goodness, we might have a coherent, balanced national budget. Too bad the politicians are in charge.
