Not smart at all. But no one has ever accused Bush of being smart. I think the tightrope can be walked, but you have to understand the nuances of the Middle East. I don't think the neocons leave their ivory tower long enough to get the nuances. So it doesn't suprise me that they are constantly blundering in their dealings with dictatorial regimes in the ME.
