In today's SS system, you get a monthly payment dictated by the gov't formula.

Isn't the goal to eliminate the elderly from being a burdon on the rest of the population the way there were a drawback in the early years of the 20th century? Your scheme insures that those most likely to be a burdon will still be a burdon, and to change the primary focus of the system from retirement to a one time asset pump to the heirs. That is assuming that it even works as planned.
