The timing of adding 600 cells to Guantanamo is pretty interesting. Apparently the contract was let to a Haliburton subsidiary back in June 2000. A year before 9-11-01. Why did they need nearly 600 8'x 8' cells with toilets in Cuba back in June 2000? Orca
