Lots of theories on that. A not exhaustive list.

1) When societies reach a certain level of technology, they tend to destroy themselves. The Mad Max option.

2) They've been here and they aren't impressed. Maybe after a few centuries we might be interesting. The zoo option.

3) There are a few societies that don't like competition. When they become aware of an entry level society, they send some von Neuman machines that replicate and then destroy the proto-civilization. The bezerker option.

4) They are here. Living amongst us now... The SciFi channel option.

5) They are on their way. But, being a machine civilization, they are in no hurry. Likely they will be disappointed. The Gearhead option.
