That going to war was a last resort... that's what he told them to "sell" the war resolution. In fact, he was committed to going to war and was "fixing" the intelligence to justify it. That according to our friends the Brits.

Sounds like semantics. A war that the US initiates can never really be a "last resort". It's impossible, because the US could always try something else before starting the war. It doesn't take any memo to prove that.

As for fixing the intelligence to justify the war, I wonder if Bush would agree that the Iraq war was not justified given that Iraq had no WMDs. I'd bet he'd say removing Saddam and giving the Iraqis their freedom (or at least chance at it) justified the war. Not sure if that makes sense, or if that could then be a doctrine (there are a lot of other justified wars waiting in the wings if it becomes a doctrine), but I'll bet that's what he'd say.

None of that constitutes lying to Congress, as far as I can tell. You got any more specific lies he told to Congress?
