Give them a mythos that can only help them-

The meme which is supposed to help them is that even if they got their butt kicked, they can regroup, settle down, and be victorious in the counter-attack. The first requirement is retrieving the dead is that the force has to have the ability to go back out and get them. In the days when possessing land actually defined the victor this meant a lot. In current wars it is not necessarily clear what victory means, and so the older meme persists because there is no replacement.
