The problem with a higher tax on gasoline is that it disproportionally effects those that can least afford it.

As would any tax on current cars that don't get good gas mileage. If you only tax new cars, than you encourage people to hold on to older cars, which may pollute more and use more gas, as long as possible (except for a brief flurry of buying before the new tax takes effect).

A gasoline tax punishes everyone; people can't stop commuting to work. And I don't thnk we want to discourage discretionary driving. It's sort of the "All American Freedom" to roam.

If you want to greatly reduce gasoline use you do want to discourage discretionary driving. I don't want to discourage it but I also don't want to discourage people from being able to buy whatever car they like and can afford.

People can't stop commuting to work but over time more expensive gasoline causes people to find ways to reduce their commute, and encourages greater use of public transportation. If more people use public transportation it might expand and become more useable because it will cover more areas.

I'm not actually supporting the gas tax increase but I still think its the way to go if you want to reduce gasoline use. It is a big part of (although not all of) the reason that Europe uses so much less gasoline per capita than the US does.

Well I don't think you ever expected to get unanimity, but I'd have to strongly oppose this particular plan.
