Just to beat a dead horse, most of the drug related crime (by far) is to get money for the drugs, not because the person is high and out of control on some weird crime spree. Or on a different level, violent crimes are committed to control some aspect of the distribution, as Tim correctly pointed out.

The drug addict is typically not out of control, except in relation to the drug. Being a "successful" drug addict (and by that I mean a long term situation without being detected by ones fellow man) takes a remarkable amount of control. The occasional drinker or user is sloppy. The drug addict is not. He/she cannot afford to be.

And yes there are exceptions, but they tend to be dead or in prison.
