Said it made no sense to build a multi-million buck refinery for a 1%ROI with a dwindling resource base. Which is why nobody has built any in a while. That's also why when the Saudi's announced the other day that they were raising the daily quota, oil still continued up... They are refining as much of the stuff as they can, raising quotas doesn't increase the supply available.
