To run on a standard processor the JVM (Java Virtual Machine) typically sits on top of an OS. The OS provides network, I/O, graphics, and other services required by the JVM. Initially JavaSoft wanted to own the RTOS space with JavaOS, but earlier this year they spun that off to SunSoft and have begun working much more closely with the RTOS vendors. So, in short, most devices with Java in them will have some sort of embedded OS there as well.

Well down the road this might change if the JavaChip becomes successful, in which case the JVM could run right on the hardware.
