Rambi is going to research it. But she thinks it may be simple agreement-
so if we use an analogy
fires mean heat (as in result in)
a fire means heat
now we figure out what "no rim holes" would be

we would say "no rim holes are" rather than "no rim holes is"

so since it is an "are", which makes it like fires rather than fire, I think it would need to be mean.

because "fires are hot" is the way we would say that for the plural fire
