Fowler didn't help, but I found this in my old Harbrace- which might be what I was thinking of... (or should I say " might be that of which I was thinking") When regarded as a unit, collective nouns as well as noun phrases denoting quantity, take singular verbs "A thousand bushels IS a good yield" SO if you are thinking of NO HOLES as a collective descriptive unit -- I would go with the singular. But I am not an English teacher!
