You probably have the answer by now, but the correct answer is means.

Why? "no rim holes" is the subject, but it is a singular subject and therefore takes the singular form of the verb, which is means.

(Some people think it's confusing that with nouns you put the s ON to make a plural, but with this verb, at least, you take it OFF. But you only have a limited number of s's in circulation, so if you kept putting them onto nouns without getting them from somewhere else, you would run out. The entropy of s.)
