William, Yes your right,there was no fine but being required to spend $100 million over 5 yrs must have woke them (NASD) up. I also think that since there was no appeal,they quietly admitted thier guilt. I also checked some issues late yesterday and it seemed to me that the b/a were much closer than normal.
