You can wait until you are solid about the ideas before you consider the political landscape at all. But once you have the ideas, you have to deal with the real world. And if the ideas where chosen in a process totally divorced from political considerations then they may well be pie in the sky ideas that will go nowhere.

Fair enough. I think the primary test for an issue that "sticks" with the "party" is, as stated, it has to benefit the middle class and those that aspire to the middle class. Beyond that, if you want to capture people's attention, I think that the issues should be headline type issues, things that people are already thinking about like energy and SS. I think they should be national not regional issues. And I think the problem and the solution should be simple and easy to communicate.

One practical concern I have is that 10 issues may be too many. First, with 10 issues, it's likely that you are going to get a "drop dead" issue with more people; something they just can't support. Second is the attention span problem... are 10 issues too many to keep the average person involved?

On the other hand, I'm not worried about partisan sensibilities. I don't think our target audience is highly partisan.
