Yes it would. Adding taxes that equal a large fraction of the cars costs is painful to the buyers and sellers of those cars.


As long as it remains revenue neutral, then the benefit would offset the "pain". Frankly the most important part is the credit, and the tax part is just the way to pay for it... with the added benefit of discouraging consumption.
