Tell your friend he is wrong....Washington DC is a separate governing organization. Even has its own Mayor....Remember, the city that had Marion Berry, who then became a convicted drug dealer, went to prison, and came back....maybe still is the Mayor again.

The Feds have our buildings there, but DC itself is governed by its own people.


Here is his response:

Semantics. I actually think that the truth is that Washington DC has some puppet government but the budget is set by Congress (remember the time that Congress took over the finances of the District because the puppet government had gone crazy) and I think there is a committee in Congress that actually oversees the District. I don't have time to argue this but I believe that any reasonable research would prove that Congress has significant oversight of the District, and hence the city. Note that it is a district and not a state. They may have a puppet mayor but they don't have a governor.

There is no practical argument that refutes that the district and city is effectively run by the federal government.
