Hi Peter, welcome back from vacation. Who said that early DVD players are only required to support the "average" case? If a DVD decoder supports average bit rates, but not peak bit rates, then you will get herky-jerky frames or artifacts during action scenes where there is lots of motion. The action scenes usually result in a high bit rate.
