One would not have to reduce regulations. One would only have to make regulations certain. As in if you do these things you are permitted. What we have is endless litigation that has nothing to do with regulation - only interferrence prevention by endless uncertainty. The left has developed the deny by litigation techinque to a tee. Remember - it took an act of Congress to build the Trans Alaskan Pipeline. To many the only answer is NO! There is no thinking - the answer is NO! By definition the answer is NO. My that sounds a lot like Harry Reid!
